Newton repo builds fail on python-ldap dependencies

Bug Description

On stable/newton, the repo build process fails with:

Could not find a version that satisfies the requirement pyasn1>=0.3.7 (from python-ldap) (from versions: 0.1.9)
No matching distribution found for pyasn1>=0.3.7 (from python-ldap)

I believe the fix is to bump the os_keystone SHA to consume https://bugs.launchpad.net/openstack-ansible/+bug/1736241 .
