Bug Description
I regularily have issues in tempest for centos during the step
test.functional
Sometimes I have other tempest issues, specific to CentOS.
It would be nice to figure out what's wrong only appearing there.

This is from a very simple review that changes nothing in the functional behavior:

As you can see on that patchset, it passed gates a few times, and was stopped at other times.
