Configure rados_connect_timeout with reasonable timeout

Bug Description

Per https://github.com/openstack/openstack-ansible-os_cinder/blob/master/doc/source/configure-cinder.rst we documented a rados timeout of -1 which unfortunately can lead to hanging RADOS connections as I had experienced in the past.

I would prefer to document a more reasonable timeout allowing cinder volumes to recover rather than getting stuck to a point where the service does not even check in anymore.

Bug can be closed, the doc change was enough, according to the bug reporter.
