OpenStack Ansible fails on haproxy setup with nova_console_port undefined

OpenStack Ansible is failing when creating haproxy service config files (http://paste.openstack.org/show/622471/)

We are installing Ironic with is_metal enabled and nova disabled.

As an experiment, the variables related with the nova_console were brought back to group_vars/all/nova.yml. I also encountered this issue when using haproxy-install.yml during upgrade from Ocata to Pike on Ubuntu 16. Proposed fix was working well.

I've confirmed the same bug for the master branch of OSA today. It's exposed if the haproxy host is not in the nova_all group which in my case was caused by me removing all nova services from the deployment.
