Can you ensure networking is ok, and the repos are correctly configured?

Could you for example run an apt-cache search libmariadbclient-dev and a connectivity test, and dump it here? Or showing the apt repos configured?

I have updated to the latest stable/pike and the problem has gone away.
This bug can be closed.
