It appears that the newly introduced sysctl-container.service[1] introduced some problems

I was able to reproduce that in vagrant and the problem reported is

-- Unit sysctl-container.service has begun starting up.
Aug 24 06:43:45 aio1-neutron-server-container-6ebaee5e systemd[1103]: sysctl-container.service: Failed at step CGROUP spawning /sbin/sysctl: No such device
-- Subject: Process /sbin/sysctl could not be executed

    tasks: container_create: Retry if sysctl-container service failed to start

    This aims to workaround an issue on openSUSE where the service may fail
    to start with the following error:

    sysctl-container.service: Failed at step CGROUP spawning /sbin/sysctl: No such device
