Bug Description

copying /var/log/nova/nova-novncproxy.log to /var/log/nova/nova-novncproxy.log-20170817
truncating /var/log/nova/nova-novncproxy.log
running postrotate script
logrotate_script: line 1: restart: command not found
compressing log with: /bin/gzip

Found in Ocata, but happening in master (Pike) as well.
