Bug Description
The OpenStack CI image for CentOS has quite a few additional repos configured, such as openstack, virt, ceph, and storage. We have to remove these each time with the pip_install role, which takes time.
It also makes us do some extra steps in project-config to ensure that the correct repos are enabled or disabled at the right times.

The CI images are now much more like regular cloud images and behave better regarding random extra repos.
