Telemetry doesn't work on deploying OpenStack using OSA Newton release

Bug Description

Hello All,

I have deployed OpenStack using OSA Newton 14.1.1. In addition, to the basic services, I have installed Aodh and Ceilometer for testing Auto-scaling scenario. Mongo DB is used with Ceilometer, Gnocchi is not being used.

Attached are the openstack_user_config.yml and user_variables.yml.

Also attaching tosca_autoscaling_custom_hot.yaml and asg_res.yaml which are being used to test auto-scaling scenario.

And things don't work on OSA Newton 14.2.4 as well.

I tried Mitaka 13.3.13 and auto-scaling seems working with minor change as mentioned in launchpad bug: https://bugs.launchpad.net/openstack-ansible/+bug/1695258

Sorry, Newton is EOL for quite a while so I will mark this issue as Won't fix.

I believe though things have improved dramatically since then so you might want to check relevant code.
