can not attach ceph backed cinder volumes to running instance

Bug Description

OSA: ocata (stable release) Mutlinode deployment
ceph: kraken

when using ceph storage as backend for cinder volumes and nova (kvm/libvirt) ephemeral disks with different users for the ephemeral pool and the volume pool, nova can not attach the cinder created volume to the nova created instance.

this is related to https://github.com/openstack/nova/commit/b89efa3ef611a1932df0c2d6e6f30315b5111a57

one work around is to use the same user for both pools.

Good to extend OSA to support cinder and nova keys.

I believe this has been fixed in one of next releases. Ocata is EOL now so we can't backport anything to it.
