Bug Description
Ceph Telegraf input plugin is not enabled.
Monitoring Ceph cluster’s performance provides vital insights into how the cluster performs in various situations.
It also allows to make rational decisions as regards capacity planning and maintenance windows.
It should be enabled.

OSA can deploy ceph via ceph-ansible, and any config overrides for ceph can be passed across as user_variables. Is there something specific preventing this happening via user_variables instead of a specific change to OSA?
