Bug Description
When the QoS service plugin is enabled, the respective QoS agent extension is not configured in the various linuxbridge or sriov agent ini files. As a result, QoS policies are not applied to ports.
The 'qos' extension should be appended to existing extensions in the template(s):

extensions = ...,qos
