Bug Description
While the manifest file was never something we advertised as a function to use or a direct benefit of openstack-ansible deploys, the artifacts created are listed there and have enterprise value (frozen software archives, auditing...).
We should test the format to ensure it's properly working and not destructed/wrongly modified in the future.

The repo build process is being removed as part of the python build simplification, so the testing of the manifest file will not be done.
