nova_virt_type not carrying over to user_variables.yml for AIO

Bug Description

In the early days of the openstack-ansible-ironic role, adding nova_virt_type=ironic to etc/openstack_deploy/user_variables.yml was sufficient to see that variable used when configuring nova's compute_driver. That's not the case now, it's not propagated to the templated copy in /etc/openstack_deploy/user_variables.yml when performing an AIO test deploy.

After discussing this with others knowledgable with openstack-ansible, I tried specifying this via export BOOTSTRAP_OPTS='nova_virt_type=ironic', but that wasn't sufficient.

I believe we need to add this into ./tests/roles/bootstrap-host/templates/user_variables.aio.yml.j2 so it is copied in for AIO test deployments.
