cannot install shibboleth on CentOS7 from repository

Cannot install shibboleth packages on CentOS7 using mirror ftp.gwdg.de. This installation is located in keystone playbook.

Main problem is that ftp.gwdg.de doesn't have fully synchronized mirror, it doesn't contain any packages for Centos/RHEL in shibboleth repository.
I have contacted support.gwdg.de and I'm waiting for their response.

Packages which couldn't be installed:
 - libxml-security-c17-1.7.3-3.1.x86_64.rpm
 - liblog4shib1-1.0.9-3.1.x86_64.rpm

The mirror seems synced now.

If shib is required, I'm afraid there aren't many mirrors of download.suse.org which is the home of the shibboleth builds. We indeed have a source of possible failures, and we should remember that.

If shib isn't required, it shouldn't be downloaded/fetched/tried. I think there was a commit for that.
