PowerVM compute driver does not properly handle RMC setup

Setup for the PowerVM driver does not properly configure the system to support RMC [1] configuration for client instances. The default interfaces template used by Nova does not handle mixing IPV4-only and IPV6-only networks, which is needed for this environment. This causes the RMC interface to come up in a misconfigured state, which breaks functions like resize and live migration for clients such as AIX.

A separate bug for updating the Nova template to add this support is open at [2] and is being worked separately, but in the interim this fix is needed for operators of the PowerVM driver.

    Add custom interfaces file and update docs for PowerVM RMC

    This patch adds templating a custom Nova interfaces file for PowerVM only
    to support doing mixed IPV4-only and IPV6-only deployments. It also adds
    documentation for configuration of PowerVM RMC.
