Complete deploy-guide cookiecutter boilerplate bits

With https://review.openstack.org/391486 our Install Guide is now becoming a Deploy Guide published in the docs.openstack.org main documentation site.

Looking at https://github.com/openstack/installguide-cookiecutter/tree/master/%7B%7Bcookiecutter.repo_name%7D%7D/install-guide/source there are a few things missing which may need addressing.

It'll likely be useful to also update the cookiecutter with the optimisations we've done to conf.py

The cookie cutter template doesn't exist anymore.

All the changes will go to openstack docs theme, or in our repositories.

I am not sure what you mean by missing, but in the meantime, I think we should close this.
