During M->N Upgrade, old ceilometer API is not shut down

It appears that the old ceilometer API process is not shut down, which blocks Apache from restarting correctly, with the newer ceilometer API.

Hi Sean,

How are you performing your upgrades? Using the run-upgrade.sh script?
The play already exists to do the ceilometer bits, but I see it wasn't added to the run-upgrade.sh script. I'll put a PR in for that, but if you're using some other mechanism to perform ugprades let us know.

    Add ceilometer-api-init-delete to run-upgrade.sh

    The ceilometer-api is removed as part of the
    ceilometer-api-init-delete.yml playbook, in the upgrade-utilities, but
    this was never added to the run-upgrade.sh script.

    As a result the ceilometer-api is not removed correctly.
