Add plays to support removing infra hosts from a deployment

Bug Description
We don't currently have a mechanism to remove/replace infra-nodes properly.
The approach should probably be along the lines of:
Add new host (optional)
Run playbooks (optional)
Remove host from inventory.
Run playbooks
shut removal host off.
Cleanup bits in openstack services etc - and ensure no other issues.
