Newton: No container logs available in integrated gate jobs

From Newton onwards there are no container logs available.

For example: http://logs.openstack.org/70/385370/5/check/gate-openstack-ansible-openstack-ansible-aio-ubuntu-trusty/6cb92c5/

The logs files for /var/log in each container should be captured under the 'openstack' folder due to a bind mount for the logs from the container to the host.

The parent for https://github.com/openstack/openstack-ansible/commit/d98eb49edc4934ac3a18d49748d2b569e9db7520 has container logs, but that patch does not.

    Fix container log bind mount regression

    The container bind mount for all logs was being skipped due to a logic
    bug. This fixes the bug while also maintaining the functionality to omit
    log bind mounts when the variable `default_bind_mount_logs` is set to
    "false".
