During upgrare M->N old haproxy configurations from conf.d are not purged

I cannot be sure that global haproxy.cfg had entries from the files aodh_api ironic_api keystone_internal and swift_proxy because I did not save haproxy.cfg.

I renamed the directory conf.d and re-run haproxy installation

palendae: For that, nobody wrote the scripts to clean up /etc/openstack_deploy/conf.d afaik
andymccr: yeah basically

andymccr: /etc/haproxy/osa.conf.d
andymccr: would be cool if we could use that as a directory
andymccr: and then just clear it, redeploy
