Bug Description

The Telemetry project has recently introduced Panko as a telemetry events storage and query service.

OSA should have a role created that installs and configures Panko.

FWIW, kolla-ansible seems to have tackled this already: https://github.com/openstack/kolla-ansible/tree/master/ansible/roles/panko
