Bug Description

When following the instructions at http://docs.openstack.org/developer/openstack-ansible/developer-docs/quickstart-aio.html to setup AIO, I observed that the instructions works without any issues on ubuntu when executed as a root user i.e "sudo -i" first and then execute the scripts. This was not apparent to a first time user like me. The same instructions when executing by putting the prefix "sudo" when logged in as not-root user, brought up issues with haproxy and repos. It would be great if there is a note in the document to specifically ask users to execute "sudo -i" before executing the scripts for a first time successful delightful experience.

The log messages for issues that I ran into is captured at http://paste.openstack.org/show/583164/
