os_trove role has no functional testing

Bug Description

The os_trove role gate currently only tests that role convergence functions. Functional testing that validates that the trove api is up, listening and can be reached from outside the container should be added at a minimum. Ideally, any trove tempest scenarios should also be run.

    Simple REST API based functional testing for trove will now be run during the gate.
