The functional gate testing for the openstack-
Ideally, the role gate would contain two scenarios: "functional" that just does an install and verification and "func_upgrade" that tests just the upgrade bits.

Ansible 2.1.1 role testing
This commit also moves the upgrade test to its own
scenario using tox environment func_upgrade
