[install-guide] Separate pages for each link in the document

I think the links configure-initial and configure-cred on the configuration page should be displayed inline just like other docs in the install guide rather than displaying on the separate pages.

    [docs] Merge install guide configure content into a single page

    Omitted configure-initial.rst and configure-creds.rst
    Combined the content of both files to a single configure.rst file.
