Add rpc tunables to cinder.conf

Unlike other services we missed to set the RPC settings by default inside the cinder.conf
I would welcome to set this as default setting and honoring overrides like nova so no one has override it just for cinder.

Personally, I'm not happy that you can override the RPC settings everywhere else with a override but not cinder. If you set RPC overrides you would except that the will be applied with cinder too and you don't have to override cinder in a different way than nova for example.

This patch addresses this issue, since you still want to make it easy for openstack ops folks to configure the services. There is no benefit of forcing the operator to override system wide settings like rpc_response_timeout which exist in every since openstack service

    Add remote procedure call tunables to cinder

    This allows us to override the default settings, which is useful for
    large deployments or deploying a large number of cinder volumes at
    once where backend response times are slowed down.
