lbaas docs do not provide correct settings for required config changes

In the docs to enable LBAAS found here: http://docs.openstack.org/developer/openstack-ansible/install-guide/configure-lbaas.html the settings in the config example are wrong. I found in user_variables you needed the following to get LBAAS and the panel to work:

neutron_plugin_base:
  - neutron.services.l3_router.l3_router_plugin.L3RouterPlugin #router
  - neutron.services.metering.metering_plugin.MeteringPlugin #metering
  - neutron_lbaas.services.loadbalancer.plugin.LoadBalancerPluginv2 #lbaasv2

horizon_enable_neutron_lbaas: true
