cinder tempest fails due to missing volume_type

Bug Description

The openstack-ansible-os_cinder gate is blocked due an upstream[0] cinder bug where volume creation fails without a volume_type specification. The tempest test does not specify a volume_type and is causing all of the cinder tests to fail.

    Define cinder_default_volume_type for gating.

    According to upstream bug[0] a volume_type must be specified when
    creating a volume. Since tempest does not provide a volume_type this
    patch defines default_volume_type and sets it to lvm.
