Xenial: libssl-dev missing from containers

Bug Description

The command:
pip install pyOpenSSL pyasn1 ndg-httpsclient

fails inside of containers during ./run_tests.sh functional testing. This was tested using the os_nova role.

I suggest we add these packages to the container create process for Xenial, or some other means.
