Bug Description

The passwords in user_secret.yaml is visible for everyone. Encrypt the file using ansible vault and run ansible playbook with decrypt option

As documented in http://docs.openstack.org/developer/openstack-ansible/install-guide/configure-creds.html it is already possible to make use of Ansible Vault if a deployer wishes to do so. There is nothing that prevents it from being used.

The only thing that could be affected here is the automated upgrade process in the Liberty branch, so if there's anything to patch to make it work with Ansible Vault then that would be the place. If you wish to do this then please feel free to submit a review.
