storage-infra_hosts is specifically for hosting the cinder-api service
storage_hosts is the group which would host the cinder-volume service, and is specifically separated out as if cinder is backed by LVM then it must be on the host serving LVM
in the case of ceph cinder-volume could be in a container on the controllers if the cinder-volume service is set to on-metal
