Chapter 4, configure Keystone missing identity_hosts

Chapter 4 where you configure Keystone, the guide is missing an entry that you should configure identity_hosts in openstack_user_config.yml , it should default to infra hosts.

identity_hosts is for keystone only, and infra_hosts is a catch-all group which includes many groups

it'd be best to refer to identity_hosts only

Putting the documentation in configure-hotlist.rst as that location is more appropriate and consistent with existing documentation
