Adjust commonly failing tasks in openstack-ansible-security

Some tasks in openstack-ansible-security will fail and cause issues with the gate jobs frequently because they fail due to Ubuntu's insecure defaults. Those tasks should be adjusted so they will not fail but they should alert the user via some other method.

These include:

* V-38497 - The system must not have accounts configured with blank or null passwords.
* V-58901 - The sudo command must require authentication

    Adjusting commonly failing tasks

    This patch takes two commonly failing tasks and configures them to be fixed
    if a variable is toggled on. This is needed for gate checks to pass for
    ansible-functional runs.
