Kilo still defaults to repo-clone-mirror.yml but does not sync openstackgit

repo-install.yml in kilo still uses repo-clone.yml, but repo-clone-mirror.yml has an exclude for /openstackgit. Packages such as novnc and spice-html5 are installed from git now so we can no longer exclude this.

    Remove /openstackgit from repo_mirror_excludes

    In kilo, repo-install.yml still defaults to using repo-clone-mirror.yml
    however it has an exclude on /openstackgit. We need to sync
    /openstackgit as novnc and spice-html5 are installed by cloning the
    repos from the repo server.
