Bug Description

Hello,

    To recovery from a complete failure of controller nodes, where all members of the galera cluster are down the following instructions are provided:
https://github.com/openstack/openstack-ansible/blob/master/doc/source/install-guide/ops-galera-recovery.rst

It says to execute:
`openstack-ansible galera-install --tags galera-bootstrap`

The tag "galera-bootstrap" does not appear to exist in my kilo branch at tag 11.2 or current master at head.

In Liberty at least, the galera-bootstrap tag lives in the bootstrap role for galera_server at:

playbooks/roles/galera_server/tasks/galera_bootstrap.yml

The galera_server role is referenced from galera-install.yml. Not sure how this plays into kilo though.

An actual bug in the doc here was the missing .yml extension on the galera-install playbook name, fixed at:

https://review.openstack.org/#/c/258196/

I think this bug could be closed.
