Juno to Kilo upgrade: nova spice console services should be removed

We are removing the nova_spice_console containers during the run-upgade.sh procedure but not removing the actual nova service entries for the nova-consoleauth binary. Ideally we would delete the service entry along with the containers

This is a doc bug for now, we can approach this with a patch to auto remove the entries if needed however during this mornings bug triage it was determined that we'd need to make a doc bug and define how and when to update / remove the entries within nova.
