Need ability to set default_volume_type in cinder

Bug Description
If cinder is configured to use ceph and lvm, cinder may default the volume-type to lvm. This is fine in most cases as you can specify volume-type when you build volumes, however some commands like nova --block-device don't seem to allow the volume-type to be specified.
