Bug Description
The juno branch's bootstrap-ansible script installs ansible from requirements.txt and from a git clone. This only needs to be done once and there is no apparent reason for having ansible in requirements.txt

Setting Juno series target to "Won't Fix" as there will be no more adjustments going into the Juno branch unless they are Critical bugs.
