python-openstacksdk build fails

python-openstacksdk is contained in global requirements: python-openstacksdk>=0.2.1

when executing the repo build, yaprt errors out with:

Command "python setup.py egg_info" failed with error code 1 in /tmp/openstack-builder/python-openstacksdk

git tag and github show differing tags, so I suspect there's an issue somewhere - but fixing the requirements on a static version fixes this

    Update kilo for new dev work - 10 Aug 2015

    Update all repo SHAs for new work on 11.1.1

    The python package pbr needs to be capped to <0.11
    until https://review.openstack.org/211800 merges
    in upstream heat.

    Due to a build failure in the required python-openstacksdk
    this patch temporarily fixes the version to one that builds
    successfully. More information about this in:

This appears to have been a transitive issue and no longer affects master or kilo. The workaround has now been removed from kilo.
