MongoDB can't connect to server on AIO installation

Bug Description

Following the instructions for the AIO build process here https://github.com/stackforge/os-ansible-deployment/blob/master/development-stack.rst, the build repeatedly fails when MongoDB tries to connect to 172.29.236.100:27017/test at src/mongo/shell/mongo.js:147 with the exception: connect failed. It tries to connect multiple times with "sleep 5" in between each try before exiting with a failure status. I've had this problem occur on multiple machines with fresh installations of Ubuntu 14.04 and Ubuntu Server 14.04.

By default, the gate-check-commit.sh script now deploys Ceilometer, which needs Mongo. If you do no need that, you can disable Ceilometer and Mongo with the following

`DEPLOY_CEILOMETER=no scripts/gate-check-commit.sh`
