libxslt1-dev apt package missing from cinder-api install

Bug Description
When running OSAD Kilo branch I was unable to retrieve the base container. Because my images don't come with libxslt1-dev pre-installed cinder-api (And some services the happened earlier but i didn't fully understand the issue) failed to start with a missing libxslt library error.
To fix:
apt-get install libxslt1-dev
