Gate script conditional for DEPLOY_CEILOMETER is wrong

Bug Description

The conditional for DEPLOY_CEILOMETER in the gate script needs to explicitly check for a "no" or "yes". Simply specifying the variable will cause the conditional to pass even though the it's value is "no".
