Bug Description

Currently the haproxy configuration is very specific to the project and provides no capability for LB's to be dropped in or removed. Ideally we need a way that LB's can be removed for an Identity-Only cluster or Swift-Only cluster, or for other LB's to be added (eg: elasticsearch/kibana for RPC).
