Nova v3 API disabled in kilo

Bug Description

In juno we defaulted the v3 API to being enabled, in kilo it is disabled and there is no functionality to enable it. Do we need to provide operators w/ the ability to enable it if they choose? I do believe it should remain disabled by default though.

Adding doc impact tag as this switch from v3 back to v2 needs to be documented for people upgrading.
