Add token dhcp_domain to dhcp_agent.ini template

Please add an token for dhcp_domain so we can setup custom DNS search strings within the instance.
Customers requesting that quite often.

Syntax is dhcp_domain = <% domain %>

As far as I know this has been incorporated into RPC11/Kilo already.
Please get this change into Juno as well as neutron_dhcp_domain override

    Add dhcp_domain to dhcp-agent.ini

    This commit allows a deployer to customise dhcp_domain by definining
    neutron_dhcp_domain in their user_variables.yml file. The dhcp_domain
    configuration option allows you to define the domain to use for
    building hostnames of deployed instances.
