Bug Description

The Cinder.conf default availability zone config name is incorrect.

`cinder_default_availability_zone` should be `default_availability_zone`.

    Fix config name for Cinder default availability zone

    Ansible variable name presends 'cinder_' to the configuration key.
    Variable is unchanged, but the template file now writes the correct
    configuration key.
