Bug Description

For testing Swift across multiple datacenters (or a single data center with multiple regions), we need a way to add regions within Keystone from Ansible.

Because regions are created using variables, host or otherwise, this is not something that we need to make a specific play for. As such this issue is now being marked as invalid.
