Discontinue Support for Debian 9 "Stretch"

According to the Debian release information page, https://www.debian.org/releases/stretch/, Debian 9 leaves long term support for security patches at the end of June 2022.

We should consider removing prerequisite installation support for Debian 9 at the same time we add Ubuntu 22.04.

Let me amend my opinion in the bug description. I think we should remove installation support for Debian Stretch when we do the next "major" releases of OpenSRF and Evergreen regardless of the state of support for Ubuntu 22.04. Stretch will be EOL a few months after the likely date of those releases, so there's no point in supporting a soon-to-be EOL platform.

I rebased both branches on the latest master branches of OpenSRF and Evergreen and force-pushed them.

With installation support for Ubuntu 22.04 Jammy Jellyfish added (Thanks, Jane!), I have rebased these branches and force-pused them yet again.

I decided to merge the two in order to avoid unneccessary rebases in the future. It is also very easy to test both changes at once since attempting to install the prerequisites for either Debian Stretch or Ubuntu Bionic Beaver should fail with a make error.

I'm not sure if we should make one of these bugs a duplicate of the other.
