Docs: add systemd setup to README

The wiki page for websocketd setup includes instructions for installing a systemd service to control automated start/restart/stop. It would be useful for system administrators to have those instructions within the standard OpenSRF installations docs.

I just followed the new instructions and added websocketd as a systemd service on a debian 11.5 system and ran into no difficulties. This would be a great addition to the docs.
